While VPNs remain legal and the Great Firewall has not been extended to Hong Kong, increased surveillance and website blocking have made [VPN usage](https://vpnrank.io/vpn-statistics) surge among residents. ### National Security Law Privacy The NSL grants authorities broad surveillance powers, including the ability to intercept communications and require ISPs to provide user data. Hong Kong police have blocked websites under the NSL since 2021. A VPN encrypts your traffic and hides your browsing activity from ISP-level monitoring. ### Growing Internet Censorship Since 2021, Hong Kong authorities have blocked access to several pro-democracy websites and media outlets. While far less extensive than mainland [China](https://vpnrank.io/best-vpn/china)’s censorship, the trend is concerning. A VPN ensures access to all websites regardless of local blocks. ### Leverage World-Class Speeds Hong Kong has some of the fastest internet in the world, averaging 260+ Mbps. With a fast [VPN protocol](https://vpnrank.io/blog/wireguard-vs-openvpn-vs-ikev2-vpn-protocols-explained) like [WireGuard](https://vpnrank.io/glossary/wireguard), you can maintain 200+ Mbps even while connected, making Hong Kong one of the best places to use a VPN without noticeable speed loss. ### Stream Privately Without Throttling Hong Kong ISPs can throttle video traffic during peak hours. A VPN encrypts your streams so your ISP cannot identify and slow video traffic, keeping HD and 4K playback smooth from Hong Kong's ultra-fast connections. ## What to Look for in a Hong Kong VPN Hong Kong’s evolving political situation and world-class internet create unique VPN requirements: ### Strong Encryption & No-Logs Given the NSL’s surveillance provisions, choose a VPN with [AES-256](https://vpnrank.io/glossary/aes-256-encryption) encryption, an audited [no-logs policy](https://vpnrank.io/glossary/no-logs-policy), and headquarters outside Hong Kong/China jurisdiction. NordVPN (Panama) and ExpressVPN (BVI) are strong choices. ### High-Speed Protocol Support With Hong Kong’s 260+ Mbps average speeds, you need [WireGuard](https://vpnrank.io/blog/wireguard-protocol-explained) or equivalent protocol to avoid bottlenecking your connection. The best VPNs retain 85–92% of base speed — that’s 220+ Mbps in Hong Kong. ### Diverse Server Network Servers in the US, UK, [Japan](https://vpnrank.io/best-vpn/japan), and Singapore for streaming, plus servers avoiding Chinese jurisdiction. [NordVPN](https://vpnrank.io/reviews/nordvpn) offers 6,400+ servers across 111 countries, giving Hong Kong users maximum flexibility. ### Advanced Privacy as Insurance While not currently needed in Hong Kong, having advanced privacy tools provides insurance against potential internet restrictions. NordVPN’s advanced privacy servers and [ExpressVPN](https://vpnrank.io/reviews/expressvpn)’s Lightway protocol are ready if restrictions increase. ## How to Use a VPN in Hong Kong 1 ### Choose a VPN provider Select a VPN from our rankings. Prioritize providers headquartered outside Hong Kong and mainland China with audited no-logs policies. 2 ### Install the app Download from the App Store, Google Play, or the VPN website. All major VPN websites are accessible in Hong Kong. 3 ### Select WireGuard protocol In app settings, choose WireGuard or the provider’s WireGuard-based protocol. Hong Kong’s fast internet means you’ll notice the speed advantage of WireGuard over OpenVPN. 4 ### Enable all security features Turn on the [kill switch](https://vpnrank.io/glossary/kill-switch), [DNS leak](https://vpnrank.io/glossary/dns-leak) protection, and IPv6 leak protection. Under the NSL, preventing any data leaks to your ISP is critical. 5 ### Connect and verify Connect to your preferred server and verify your IP has changed at ipleak.net. For general use, nearby servers in Japan or Singapore offer the best speeds. ## How We Test VPNs for Hong Kong Our Hong Kong testing leverages the territory’s world-class internet to evaluate maximum VPN performance and privacy under the NSL era. 1 ### Speed Performance We test from Hong Kong’s 260+ Mbps average connections to servers worldwide. The best VPNs deliver 200+ Mbps locally and 80–150 Mbps to US servers, among the fastest VPN speeds anywhere in the world. 2 ### Privacy Protection We verify access to restricted websites and monitor for new restrictions. We also test advanced privacy capabilities in case internet restrictions are expanded in the future. 3 ### Privacy Under NSL We verify no-logs policies, check for jurisdiction safety, and run leak tests to ensure no data is exposed to Hong Kong ISPs that could be compelled to share data under the National Security Law. 4 ### Streaming Performance We verify smooth, fast playback on the major streaming platforms from Hong Kong, measuring buffering rates and resolution stability across long viewing sessions on local and nearby Asian servers. All Hong Kong tests are refreshed monthly with additional checks during politically sensitive periods. ## Frequently Asked Questions ### Are VPNs legal in Hong Kong? Yes, VPNs are currently legal in Hong Kong. Unlike mainland China, Hong Kong has not banned VPN use. However, the National Security Law (2020) gives authorities expanded surveillance powers, making VPN privacy more important than ever. ### Will the Great Firewall extend to Hong Kong? As of 2026, the Great Firewall has not been extended to Hong Kong. However, authorities have blocked individual websites under the NSL since 2021. Having a VPN with advanced privacy tools provides insurance against potential future internet restrictions. ### How fast are VPNs in Hong Kong? Very fast. Hong Kong’s average broadband speed exceeds 260 Mbps. With WireGuard protocol, the best VPNs retain 85–92% of base speed, delivering 220+ Mbps. This makes Hong Kong one of the best locations in the world for VPN speed, even faster than most people’s un-VPN’d connections in other countries. ### What does the National Security Law mean for internet privacy? The NSL (enacted June 2020) allows authorities to intercept communications, require ISPs to provide user data, and block websites deemed threats to national security. Several websites have been blocked since 2021. A no-logs VPN outside Hong Kong/China jurisdiction protects your browsing from these provisions. ### Should I download a VPN before visiting Hong Kong? While VPN websites are accessible in Hong Kong (unlike mainland China), it’s still good practice to install your VPN before traveling. This ensures you’re protected from the moment you connect to any network in Hong Kong. ## Related VPN Guides [Best VPN for China](https://vpnrank.io/best-vpn/china) [Best VPN for Japan](https://vpnrank.io/best-vpn/japan) [Best VPN for Singapore](https://vpnrank.io/best-vpn/singapore) [Best VPN for South Korea](https://vpnrank.io/best-vpn/korea) [Best VPN for Travel](https://vpnrank.io/best-vpn/travel) Find Your Perfect VPN Answer 5 quick questions and find your match in 30 seconds [Take Quiz](https://vpnrank.io/which-vpn#quiz) Structured data (JSON-LD): ```json {"@context":"https://schema.org","@type":"Organization","@id":"https://vpnrank.io/#organization","name":"VPNRank","alternateName":"vpnrank.io","url":"https://vpnrank.io","email":"hello@vpnrank.io","logo":{"@type":"ImageObject","url":"https://vpnrank.io/logos/favicon.png","width":500,"height":500},"description":"Independent VPN comparison.
