Two things stand out in that table. First, the direction only ever goes one way: the December 2024 unblocking of WhatsApp was the first meaningful reversal in years, and it did not survive 2026. Second, the blocks split into two distinct kinds — Iranian filtering (Instagram, Telegram, YouTube) that a working obfuscated VPN gets past, and sanctions-side withdrawal (Netflix, PayPal and most Western financial services) where the foreign company itself refuses Iranian IPs, which is why a VPN server in your home country restores them.

The word “blocked” hides five different mechanisms, and they fail your VPN in five different ways. Since the 2026 restoration Iran has been moving from a blacklist model, where specific sites are denied, to a whitelist model, where a connection has to be explicitly approved to proceed at all. That inversion matters more than any single blocked app: on a blacklist, anything unrecognised gets through; on a whitelist, anything unrecognised is exactly what gets dropped.

Practical rule: fix the transport before you blame the server.If the app reports a live connection but nothing loads, that is a transport-layer symptom, not a server-quality one. Travel eSIMs are sold as the fix for connectivity abroad, and for most destinations they are. Iran is the case where the pitch quietly breaks: a travel eSIM roams onto an Iranian network — MCI (Hamrahe Aval) or Irancell — so the same national filtering, whitelisting and inspection apply to it. It solves the wrong problem well. What it genuinely buys you is a data connection that does not depend on a hotel network or a local SIM purchase; what it does not buy you is a different set of rules.
