It does run Piracy Shield, which orders ISPs to block a reported domain or [IP address](https://vpnrank.io/glossary/ip-address) within 30 minutes. AGCOM's figures show 50,990 domains and 6,657 IP addresses blocked between May 2025 and April 2026, and VPN and public DNS providers are now among the companies that must comply. Italy also has its own set of practical reasons to use a VPN: most Italian streaming services (RaiPlay, Mediaset Infinity, DAZN Italia, NOW TV) restrict access to Italian IP addresses, foreign streaming services (Netflix US, BBC iPlayer, Hulu, Peacock) geoblock from Italian IPs, and Italian public WiFi at airports, train stations, and hotels frequently uses captive portals with weak encryption. Add the cross-border banking restrictions imposed by both Italian banks (Intesa Sanpaolo, UniCredit) and home-country banks on foreign-IP logins, and a travel-grade VPN is essential equipment for the millions of tourists and expats moving through Italy each year. ### Secure Italian Hotel & Airport WiFi Italy's [public WiFi](https://vpnrank.io/blog/public-wifi-safety-real-risks) infrastructure is widely available but inconsistently secured. Fiumicino (Rome), Linate and Malpensa (Milan), and Venice Marco Polo airports offer free WiFi but often via captive portals that log device identifiers. Italian hotels range from Hilton-grade encrypted networks to small pensione with shared WPA2 keys. A VPN with [AES-256](https://vpnrank.io/glossary/aes-256-encryption) encrypts all your traffic, protecting banking apps and personal data on any network from Roma Termini to a Tuscan agriturismo. ### Watch RaiPlay, Mediaset Infinity, DAZN From Abroad RaiPlay (Italian public broadcaster), Mediaset Infinity (Mediaset Channel 5/6/4 catch-up), [DAZN](https://vpnrank.io/best-vpn/streaming/dazn) Italia ([Serie A](https://vpnrank.io/best-vpn/sports/serie-a) football), NOW TV (Sky Italia), and Discovery+ Italia restrict much of what they carry to Italy. Inside the EU, paid subscriptions already travel with you under EU portability rules, but free RaiPlay shows only Rai News 24 and its internationally licensed titles abroad. If you live outside the EU and want to watch Serie A live, RAI documentaries, or Italian drama, a VPN with reliable Milan or Rome servers gives you access to your existing Italian subscription as if you were home. ### Watch Home Streaming While in Italy [Netflix](https://vpnrank.io/best-vpn/netflix) Italy carries a different catalogue from [Netflix](https://vpnrank.io/blog/how-to-watch-us-netflix-from-abroad) US or UK. BBC iPlayer, Hulu US, HBO Max, and Peacock all geoblock Italian IPs. A VPN with home-country servers keeps your existing subscription working — useful whether you're spending a week in Florence or living long-term in Milan as an expat. ### Keep Banking & Two-Factor Working Italian banks (Intesa Sanpaolo, UniCredit, Banca Popolare) and home-country banks flag foreign-IP logins as suspicious. Connecting through a VPN server in your home country preserves your banking app sessions, 2FA SMS delivery, and credit card 3DSecure verification while traveling. UK and US bank lockouts are especially common — a home-country VPN exit prevents them. ## What Makes a Great Italy VPN Italy does not censor political content, but Piracy Shield can take shared IP addresses offline during live events, and Italian streaming geo-blocks outside the EU. The criteria that matter for VPN selection in Italy: ### Reliable Italian Servers in Milan & Rome For accessing Italian streaming from abroad, server placement matters. [NordVPN](https://vpnrank.io/reviews/nordvpn) runs Milan, Rome, and Naples servers; [ExpressVPN](https://vpnrank.io/reviews/expressvpn) maintains Milan and Cosenza; Surfshark covers Milan. Closer servers mean lower ping for DAZN Italia live football matches and RaiPlay live streams. ### Speeds for HD/4K Streaming Italian fibre delivers up to 1 Gbps in major cities, but Ookla's August 2026 index puts the national median fixed download at 108.86 Mbps (65th in the world). In our Q1 2026 Milan testing on a 500 Mbps connection: ExpressVPN's Milan server averaged 405 Mbps via Lightway-UDP, NordVPN's Milan averaged 410 Mbps via NordLynx. Plenty for 4K Netflix and [DAZN](https://vpnrank.io/blog/dazn-abroad-watch-save-vpn) HD live football. ### Auto-Connect on Untrusted WiFi Tourists in Italy hop between 5-10 different WiFi networks per day — airport, hotel, museum, restaurant, train station. The best Italy-ready VPNs auto-connect the moment you join any unknown network. NordVPN and [Surfshark](https://vpnrank.io/reviews/surfshark) both offer trusted/untrusted network rules. ### Independently Audited No-Logs Italian ISPs retain traffic data under national law (the EU data retention directive was annulled in 2014). Your VPN provider follows their HQ jurisdiction's law instead. Choose providers with independently audited no-logs policies: ExpressVPN (KPMG, PwC), NordVPN (six independent no-logs assessments, most recently by Deloitte in late 2025), Surfshark (Deloitte). All three are based outside the EU, providing additional privacy buffer. ## Italy in September 2026: Piracy Shield, Italian TV Abroad and What Visitors Need Italy does not censor political content, but it runs one of Europe's fastest blocking systems. Piracy Shield orders ISPs to cut off a reported domain or IP address within 30 minutes, and since 2025 VPN and public DNS providers are among the companies that must comply. This section sets out that system in AGCOM's own figures, what it means for someone using a VPN in Italy, which Italian TV works from abroad and why free RaiPlay behaves differently from paid services, and the practical details for visitors. Everything was checked on 24–25 September 2026. ### Piracy Shield blocked 50,990 domains and 6,657 IP addresses in a year, and VPN providers are now required to comply Piracy Shield is the platform AGCOM, Italy's communications authority, runs under anti-piracy Law 93/2023. Accredited rights holders report a domain or IP address streaming live content, and ISPs must block it within 30 minutes. According to AGCOM's [2026 annual report](https://www.agcom.it/sites/default/files/documenti/relazione_annuale/Relazione%20annuale%202026_0.pdf), between 1 May 2025 and 30 April 2026 it issued **30 precautionary orders** and blocked **50,990 domain names and 6,657 IP addresses**. The year before, the figures were 12 orders, 28,041 domains and 6,104 IP addresses ([2025 report](https://www.agcom.it/sites/default/files/documenti/relazione_annuale/RELAZIONE%20ANNUALE%202025_0.pdf)). The scope has widened from live sport to all live audiovisual content, which AGCOM says now makes up about 30% of reports. Under the 2024 Omnibus decree, the orders now reach VPN providers and public DNS providers wherever they are based, as well as search engines. Google now applies the list to its public DNS and its search results. ![Bar chart of resources blocked through Italy's Piracy Shield: 28,041 domain names and 6,104 IP addresses between May 2024 and April 2025; 50,990 domain names and 6,657 IP addresses between May 2025 and April 2026. Side panel: precautionary orders rose from 12 to 30, accredited parties from 330 to 359, scope widened to all live audiovisual content, VPN and public DNS providers added as addressees, Cloudflare fined €14.2 million, and 2,282 pirate-IPTV users fined in spring 2025](https://vpnrank.io/enrich/italy/italy-piracy-shield-agcom.png) Figures from AGCOM's annual reports for 2025 and 2026 (reporting years 1 May – 30 April), Freedom House and Calcio e Finanza. | Question | What the sources say | What this doesn't automatically prove | | --- | --- | --- | | Is using a VPN legal in Italy? | Yes. The obligations fall on providers, which must block reported resources. Nothing prohibits personal VPN use. | That a VPN makes a pirate stream legal. It does not. | | Do VPN providers have to block Piracy Shield lists? | The law names them as addressees. AGCOM says it has begun talks with VPN providers. | That any named provider has been ordered to block or has complied. AGCOM's report names none. | | Has anyone been fined for not blocking? | Yes. Cloudflare, which offers VPN, DNS and caching services, was fined €14.2 million (1% of turnover, delibera 333/25/CONS). The fine is under appeal. | That other providers face the same. It followed a specific order (49/25/CONS). | | Are viewers fined? | Yes, for watching pirated streams. The Guardia di Finanza identified 2,282 users in 80 provinces and fined each €154–€5,000 (spring 2025). | That VPN users are targeted. The users were traced through card payments and IP addresses of the pirate service. | | Can legitimate sites get caught? | Yes. In October 2024 a Piracy Shield order briefly blocked Google Drive in Italy (Freedom House). | That it happens often. AGCOM says wrong reports were a small share and were reversed. | Sources: AGCOM Relazione annuale 2026; Freedom House, Freedom on the Net 2025 (Italy); Calcio e Finanza, 14 May 2025. Verified September 2026. You can check whether a domain or IP address is on the list at AGCOM's own lookup, [blocchips.agcom.it](https://blocchips.agcom.it/). AGCOM releases resources after six months, so not every address blocked in a year is blocked at the same time. Freedom House's *Freedom on the Net 2025* scores Italy **74/100, Free**, one point lower than the year before. It explicitly cites Piracy Shield's rapid blocking "without adequate opportunities for appeal". Outside Piracy Shield, our [monthly censorship index](https://vpnrank.io/research/internet-censorship-map) for August 2026 shows all 24 platforms we track accessible in Italy, with every VPN provider's website loading normally. > Practical ruleIn Italy, a site that fails on a live-event night is more likely caught by Piracy Shield than censored. Legitimate sites that share an IP address with a pirate stream can be caught for a while. If a service you pay for fails around a live event, check the address at blocchips.agcom.it, then try a VPN server outside Italy. ### EU law carries a paid Italian subscription across the EU; free RaiPlay shows only part of its catalogue outside Italy For an Italian abroad, the first question is whether the service is paid. Regulation (EU) 2017/1128 requires a paid online content service such as DAZN, NOW, Sky Go or Mediaset Infinity+ to work for a subscriber who is temporarily in another EU/EEA country "in the same manner" as at home. Free services are outside that rule unless the provider opts in. RaiPlay is free. Its own App Store listing says live channels play without an account, and a free Rai account (email and password) unlocks the full on-demand catalogue. **No codice fiscale is needed.** From abroad, the listing says, you can reach only part of the content: the Rai News 24 live channel and the on-demand titles Rai holds distribution rights for outside Italy. Rai's rights for sport and bought-in films are usually limited to Italy, which is why those are the first to disappear ([Cybersecurity360](https://www.cybersecurity360.it/cultura-cyber/rai-diretta-streaming-estero-superare-le-restrizioni/)). ![Table: paid Italian services (DAZN, NOW, Sky Go, Infinity+) are portable in the EU and geo-blocked outside it; free RaiPlay is partial in the EU and outside it, with Rai News 24 live plus internationally licensed titles; a RaiPlay account needs only an email and password. It does not cover UK or US SIMs. - → **Travel eSIMs:** the Airalo and Holafly Italy eSIM pages were both live on 24 September 2026. We checked their Japan pages as a control. - → **Speeds:** Ookla's August 2026 index gives Italy a median fixed download of 108.86 Mbps (13 ms, 65th in the world) and a median mobile download of 85.12 Mbps (32 ms, 54th). Spain's fixed median in the same index is 262.62 Mbps. - → **Cost:** on our [VPN affordability index](https://vpnrank.io/research/vpn-affordability-index), a year of VPN at a constant $95.19 costs 0.83 days of average Italian income ($42,080 GNI per capita), a little less than in Spain (0.94) and more than in France (0.71) or Germany (0.58). Verify the app connects and you can reach both Italian and home-country servers. 2 ### Enable auto-connect on untrusted networks Set auto-connect for unknown WiFi. This ensures encryption activates the moment you join Fiumicino, your hotel, or any café WiFi. 3 ### Test Italian and home-country servers At home, connect to a Milan server and verify RaiPlay or DAZN Italia loads (if you have an account). Connect to home-country server and verify [Netflix region](https://vpnrank.io/blog/how-to-change-netflix-region-with-a-vpn) and banking work. 4 ### Enable kill switch Turn on the [kill switch](https://vpnrank.io/glossary/kill-switch) in VPN settings. This blocks all traffic if the VPN drops, so your real IP never leaks during Italian network switches. 5 ### Bookmark Italian and home-country servers Mark Milan and your home-country server as favorites for one-tap switching. ExpressVPN and NordVPN support Siri/iOS Shortcuts for Lock Screen switching. ## How We Tested VPNs in Italy Our Italy testing rotates between Rome, Milan, Florence, and Bologna twice yearly. We test the conditions Italian travel actually involves: business hotel WiFi in central Milan, family-run pensione WiFi in Tuscany, café WiFi in Florence, and high-speed train WiFi between major cities. 1 ### Hotel & Pensione WiFi Reliability We test from Hilton Rome (EUR district), Hotel Principe di Savoia (Milan), Hotel Brunelleschi (Florence), and family-run pensione in Trastevere and Florence center. We measure connection success, sustained 4K streaming throughput, and DNS leaks on captive portals. 2 ### Italian Streaming Access (from Italian IP) From Milan, we verify each VPN doesn't break RaiPlay, Mediaset Infinity, DAZN Italia, NOW TV, and Discovery+ Italia when connected to a Milan or Rome server. We publish a working-servers list per cycle — DAZN Italia is the most aggressive at blocking VPN IPs during live matches. 3 ### Home-Service Access From Italy From Rome, we connect to US/UK/DE servers and verify Netflix US/UK/DE, BBC iPlayer, Hulu, Peacock, HBO Max, and Sky Go (UK) all work without geoblock errors. Reliable home-country streaming from Italy requires servers with consistent residential IP assignment. Italy testing runs February and September. Streaming-platform status checks happen monthly. ## Frequently Asked Questions About Italy ### Are VPNs legal in Italy? Yes, using a VPN is legal in Italy. Since the 2024 Omnibus decree, VPN and public DNS providers are among the companies that must block domains and IP addresses reported through AGCOM's Piracy Shield, but the obligation falls on the provider, not on you. Watching pirated streams is what gets users fined: the Guardia di Finanza fined 2,282 users between €154 and €5,000 in spring 2025. Italian businesses widely use VPNs for remote employee access, and tourists routinely use VPNs for streaming and public WiFi security. ### Can I watch DAZN Italia from abroad with a VPN? Yes. DAZN Italia restricts access to Italian IPs. Connect to a Milan or Rome server with NordVPN, ExpressVPN, or Surfshark, then log into DAZN Italia — your subscription works normally. Note that DAZN actively blocks known VPN IPs during live matches; we publish current working servers per cycle. ### Can I watch RaiPlay from outside Italy? Partly, even without a VPN. RaiPlay's own App Store listing says that from abroad you can reach only part of the catalogue: the Rai News 24 live channel and the on-demand titles Rai holds international rights for. Live channels play without an account, and a free Rai account needs only an email and password, not a codice fiscale. Being inside the EU does not help, because RaiPlay is free and free services fall outside EU portability rules. For the full Italian catalogue, connect to a Milan or Rome server before opening RaiPlay. ### Will my Netflix subscription work in Italy? Netflix works in Italy, but the catalogue differs from your home country's. To keep your home catalog, connect to a VPN server in your home country before opening Netflix. ExpressVPN, NordVPN, and Surfshark all reliably unblock home-region Netflix from Italy. ### Is hotel WiFi safe in Italy? Italian hotel WiFi quality varies. Major chains (Marriott, Hilton, Starhotels) run encrypted networks with proper guest isolation. Smaller pensione and B&Bs often have shared WPA2 keys on flat networks where other guests can potentially monitor traffic. A VPN with AES-256 encryption protects your traffic on any Italian hotel network. ### Which VPN is best for accessing DAZN Italia for Serie A? Based on our Q1 2026 testing: NordVPN's Milan servers are most consistent for DAZN Italia live matches (Naples servers also work as an alternate). ExpressVPN's Cosenza server is a reliable second choice. Surfshark works but with more frequent IP-block events during peak match traffic. ## Related VPN Guides [Best VPN for Travel](https://vpnrank.io/best-vpn/travel) [Best VPN for Japan](https://vpnrank.io/best-vpn/travel/japan) [Best VPN for Spain](https://vpnrank.io/best-vpn/travel/spain) [Best VPN for Streaming](https://vpnrank.io/best-vpn/streaming) [Best VPN for Netflix](https://vpnrank.io/best-vpn/netflix) [Best VPN for Sports](https://vpnrank.io/best-vpn/sports) [Best VPN for Italy (Country Overview)](https://vpnrank.io/best-vpn/italy) ## Sources & Further Reading - [Freedom House — Freedom on the Net 2025: Italy](https://freedomhouse.org/country/italy/freedom-net/2025) - [AGCOM — Relazione annuale 2026 (Piracy Shield, Cloudflare sanction)](https://www.agcom.it/sites/default/files/documenti/relazione_annuale/Relazione%20annuale%202026_0.pdf) - [AGCOM — Relazione annuale 2025 (Piracy Shield figures)](https://www.agcom.it/sites/default/files/documenti/relazione_annuale/RELAZIONE%20ANNUALE%202025_0.pdf) - [AGCOM — Piracy Shield lookup (blocchips.agcom.it)](https://blocchips.agcom.it/) - [Calcio e Finanza — 2,282 pirate-IPTV users fined (14 May 2025)](https://www.calcioefinanza.it/2025/05/14/multa-pirateria-a-quanto-ammonta/) - [RaiPlay — App Store listing (access from abroad, registration)](https://apps.apple.com/it/app/raiplay/id501323740) - [EUR-Lex — Regulation (EU) 2017/1128 on cross-border portability](https://eur-lex.europa.eu/eli/reg/2017/1128/oj) - [Ookla Speedtest Global Index — Italy](https://www.speedtest.net/global-index/italy) - [NordVPN no-logs assurance (Deloitte)](https://nordvpn.com/blog/nordvpn-no-logs-assurance-deloitte/) - [WireGuard protocol documentation](https://www.wireguard.com/) Find Your Perfect VPN Answer 5 quick questions and find your match in 30 seconds [Take Quiz](https://vpnrank.io/which-vpn#quiz) Structured data (JSON-LD): ```json {"@context":"https://schema.org","@type":"Organization","@id":"https://vpnrank.io/#organization","name":"VPNRank","alternateName":"vpnrank.io","url":"https://vpnrank.io","email":"hello@vpnrank.io","logo":{"@type":"ImageObject","url":"https://vpnrank.io/logos/favicon.png","width":500,"height":500},"description":"Independent VPN comparison. Italian businesses widely use VPNs for remote employee access, and tourists routinely use VPNs for streaming and public WiFi security."}},{"@type":"Question","name":"Can I watch DAZN Italia from abroad with a VPN?","acceptedAnswer":{"@type":"Answer","text":"Yes. DAZN Italia restricts access to Italian IPs. Connect to a Milan or Rome server with NordVPN, ExpressVPN, or Surfshark, then log into DAZN Italia — your subscription works normally. Note that DAZN actively blocks known VPN IPs during live matches; we publish current working servers per cycle."}},{"@type":"Question","name":"Can I watch RaiPlay from outside Italy?","acceptedAnswer":{"@type":"Answer","text":"Partly, even without a VPN. For the full Italian catalogue, connect to a Milan or Rome server before opening RaiPlay."}},{"@type":"Question","name":"Will my Netflix subscription work in Italy?","acceptedAnswer":{"@type":"Answer","text":"Netflix works in Italy, but the catalogue differs from your home country's.
