This section sets out what our reading of OONI's measurements shows, network by network, the 2025 Telegram order and what happened to it, the ID rules that now apply to every new SIM, and the practical details for visitors. Everything was checked on 24–25 September 2026. ### Foreign Vietnamese-language news is blocked on Viettel and VNPT; Facebook, YouTube and Telegram load normally We read OONI's public measurements for Vietnam network by network (1 June – 23 September 2026). The BBC's site, including *BBC Tiếng Việt*, returned anomalies on **88% of tests on Viettel, 95% on VNPT and 91% on FPT**, but only 6% on MobiFone. Radio Free Asia and VOA Tiếng Việt show the same pattern on Viettel (88% and 82%) and VNPT (51% and 93%). Facebook and telegram.org, by contrast, returned anomalies on fewer than 1% of more than 1,000 tests on each large network. OONI labels these results anomalies rather than confirmed blocks. Vietnamese ISPs block by tampering with DNS answers and resetting connections, and neither leaves the block page OONI needs before it will call something confirmed. The pattern is consistent across months, though: the BBC's monthly anomaly rate in Vietnam has not dropped below 40% since September 2025, and it peaked at 77% in May 2026. For a traveller, what matters is that **the network you are on decides what loads**. A hotel on Viettel fibre and a café on a smaller ISP can give different answers for the same site. ### Vietnam ordered Telegram blocked in May 2025; OONI saw it for seven weeks, and access returned on 9 July without a formal lifting On 21 May 2025 the Ministry of Science and Technology told telecom operators to block Telegram, and gave them until 2 June to report back ([The Record](https://therecord.media/vietnam-orders-telegram-messaging-ban); [Wikipedia](https://en.wikipedia.org/wiki/Censorship_of_Telegram)). The Ministry of Public Security said 68% of the 9,600 Telegram channels and groups in Vietnam were "malicious". OONI's dedicated Telegram test caught the block from the week of 25 May 2025, with **80–94% of weekly tests** returning anomalies through June. On the afternoon of 9 July 2025, Telegram became reachable again, first on FPT and MobiFone and by the evening on Viettel. Some VNPT and Vinaphone users were still blocked at 19:30 that day (Znews, via [vietnam.vn](https://www.vietnam.vn/en/telegram-truy-cap-duoc-tro-lai-o-viet-nam)). No authority announced that the order had been withdrawn. OONI's anomaly rate has stayed between 0.2% and 2.4% every month since August 2025. > Practical ruleIn Vietnam, install and test your VPN before you fly, and expect to need it for news rather than for social media. If a BBC or RFA page will not load on hotel Wi-Fi or a Viettel SIM, that is the network, not your phone. Connecting to a server outside Vietnam, or switching to a MobiFone connection, usually gets you through. ### Since April 2026 a new Vietnamese SIM needs a face scan, and Decree 147 ties social media accounts to verified phone numbers - → **Face scan for SIMs:** Circular 08/2026/TT-BKHCN (in force 15 April 2026) requires facial biometric verification for every new mobile subscription and every change of phone.
